Role at Citrine-Holdings

As Group Regional Managing Director – Central & Francophone West Africa, Samba Fall holds a strategic leadership position responsible for driving the corporate and retail banking agenda across the region. Based in Dakar, Senegal, he serves as the primary representative of Citrine-Holdings in the Francophone West and Central African markets, overseeing business operations, growth initiatives, and institutional partnerships.

Mr. Fall’s mandate includes shaping and executing the Group’s market entry strategies, expanding customer base, and positioning Citrine Financial Group Holdings Plc as a trusted financial services provider across French-speaking Africa. With extensive knowledge of banking regulations, client behaviors, and regional political-economic dynamics, he plays a pivotal role in steering high-impact initiatives, nurturing key government and private sector relationships, and aligning local operations with global standards.

Key Responsibilities

  • Market Leadership & Strategic Expansion
    Lead Citrine’s expansion strategy in Francophone West and Central Africa, including market scoping, licensing support, competitive positioning, and brand visibility. Guide entry into countries such as Senegal, Côte d’Ivoire, Cameroon, DRC, and Chad.

  • Corporate & Retail Banking Oversight
    Develop and manage a comprehensive regional business plan covering large corporates, SMEs, and retail clients. Supervise product rollout, client onboarding, customer experience strategy, and cross-border service delivery.

  • Institutional Partnerships & Government Relations
    Establish and sustain high-level relationships with central banks, financial regulators, state ministries, and institutional investors to foster Citrine’s credibility and regulatory alignment.

  • Team Development & Regional Operations
    Build and manage cross-functional teams within the region, ensuring recruitment of local leadership and staff aligned with Citrine’s values. Mentor emerging leaders, instill performance culture, and champion a collaborative work environment.

  • Sales, Marketing & Client Relationship Management
    Drive regional sales strategies to achieve growth and profitability targets. Lead major deal negotiations and actively engage with clients to deliver customized financial solutions.

  • Governance, Risk & Compliance
    Ensure regional operations comply with internal governance standards and local laws. Collaborate with the Compliance and Risk teams to maintain financial integrity and mitigate exposure.

  • Digital & Financial Innovation
    Champion digital financial inclusion strategies by collaborating with the Group’s technology and innovation units to localize core banking, digital payment platforms, and customer engagement tools.

  • Board Engagement & Reporting
    Provide regular performance updates to the Group Executive Committee and Board. Represent the region in strategic planning sessions and investment discussions.

  • Administrator – Director of Commercial Development, UBA Senegal (2020-2024)

  • Appointed Secretary General  for UBA Africa (July 2020)

  • Director of Large Enterprises UBA Benin (2015-2020)

  • Company Secretary, Director of Legal and Compliance UBA Côte D’ivoire/Company secretariat and legal supports across Africa/member of the roll out team for West Africa francophone/ (2008-2014)

  • Banking Commission WAMU - Central Bank of West African States (2000-2008).

  • Sworn-in Notary (1999)

  • Led strategic corporate banking operations for one of Senegal’s top-tier financial institutions.

  • Supervised key regional accounts for more than 16 years at United Bank for Africa, contributing to the Group’s penetration in Francophone West Africa.

  • Played a central role in executive banking education, capacity-building seminars, and leadership mentoring programs.

  • Actively involved in regional policy dialogue on corporate finance and economic development.
